Preamble

"We, the sovereign authorities and administrative bodies of Gamtar, in order to establish absolute territorial order, secure boundary lines, coordinate industrial minting and logistical networks, and maintain defensive permanence across all sectors, do ordain and enact this Constitution for the Federal State of Gamtar."

Article I — Sovereign Authority & Executive Power

Section 1: Executive Office

1.1 Supremacy of Directorate: Supreme executive power is vested in the Office of the Supreme Director. All sector administrators, defense commanders, and cadastral officers operate under delegated executive authority.

1.2 Decree Powers: The Director retains authority to issue binding administrative orders, sectoral classifications, and state directives necessary for state security and logistical coordination.

Article II — Territorial Sectors & Cadastral Administration

Section 1: Sector Organization

2.1 Boundaries & Property Claims: Sovereign territory is mapped, surveyed, and enforced by the Cadastral Survey Office. Sector boundaries are inviolable under state law.

2.2 Administrative Divisions: The territory is organized into designated functional zones:

  • Ost-Gartau: Primary cadastral registry, boundary verification, and mapping operations.
  • Kraftberg: Military billeting, first division fortifications, and perimeter security.
  • Volkstag: Commercial ledgers, civil manufacturing, and national currency minting.
  • Gunt-Flussland: Waterway access, river transit logistics, and natural resource allocation.

Article III — Economic Order & State Minting

Section 1: Sovereign Currency

3.1 Monetary Control: The Directorate maintains sole jurisdiction over the production, minting, and circulation of physical currency tokens and fiscal ledgers within Gamtar.

3.2 Trade Oversight: All commercial exchanges across sectors must conform to standardized state valuations and treasury regulations.
